FOCUS: The Ministry of Sports is non-existent, look good

Why social institutions zisipendekeze phase one of the country's leadership should have six or seven years instead of promoting the rule of two phases of five years? I think I make them work this thing.
In Africa, the action of the leader of Government (President) to change the constitution to stay in power for a third term has been kikilalamikiwa and social institutions and the international community.
Recently the president of Burundi, Pierre Nkurunziza changed the country's constitution to run for presidency for the third phase, also the president of Rwanda, Paul Kagame has launched a debate in its citizens to decide if they agree awanie presidency for a third term.
Citizens of Nigeria, Malawi, Zambia, Tanzania and Burkina Faso themselves have refused to issue three phases, but it ijawasaidia, because still have economic problems, social and political problems as corruption.
These problems stem from the weakness of government ministries, no ministry established. Even here in no ministry established, and therefore the ministry responsible for sports is not stable. So I think if it is really a matter of three phases prevents development of the country, as a leader if he can build his ministry can only be established is and if he can not then he can just even if you give him four phases.
You know I went to many countries in Africa and I had seen in Africa is that we follow democratic European country would understand the meaning of democracy. Many African leaders want a third term because they know that some European countries there are leaders (Prime Ministers and Chancellors) have led in three phases. However, the African leaders set aside to move the base that the countries of Europe use the management system of parliamentary (party that wins a majority of seats in parliament is provides the Prime Minister who leads the Government and no president, but African countries do not have such a system have system have a president who leads the government and the country).
In the parliamentary system of those countries in Europe, the leaders of the institution and the Prime Minister can be removed from office the very president as voters or members they are bored.
We should remember that the European countries have industrialized, citizens have higher education civic and voters do not nunuliki. It is contrary to African countries where leaders want to lead in three phases as they failed to create a ministry that is established as one of the ministry governing the sport.
Now you may ask, does the leader lead for three phases is the act of blocking progress? for my part I see is not true. Leader leading in three phases as the ministry will not error free, stable and efficient working, corrupt will be at a minimum, the options run for freedom and justice, the voters will reject purchased and politicians will be not corrupt.
I say this because, if you remember the first president of Namibia, Sam Nujoma after properly manage its land and building the ministry of his firm into two phases acquired three phases and the citizens of the country without changing the constitution, so the problem is not three phases except that the ministry confirmed.
Yes, even I believe what is needed are strong ministries, including the ministry of sports. Because we do not have the ministry established in the country, that is why not surprising to see no development of sports as a leading sports ministry is non-existent because there itengewi funding development projects, also to other ministries and they are not properly look see.
